In 1868 an act was passed by the Territorial Legislature establishing county seat status for Shawnee County with Topeka becoming its first county seat; this act also designated present day Shawnee County as an “eastern portion” of Kansas City metropolitan area which it remains today. On February 14, 1870 Samuel Morse donated $10,000 to create a new town called Bellefontaine just east of Topeka within the new county seat boundaries established by Act Of March 15th 1870 entitled “Bellefontaine Sixty Miles North East Of Topeka In An Area Reserved For Topeka By A Law Of October 6th 1870” This donation became known as “Morse's Gift To Bellefontaine” Today part of downtown Overland Park is named after him including his house #2 on Delaware Drive located between Main Street and Kipling Avenue . As early as 1872 there were calls for annexation by Chicago but no action was taken until 1893 when voters approved annexation via referendumsupported by Mayor John Fenton and local businessmen George Morrison and Wm Prentice who had earlier purchased large tracts of land within what would become Chicago Heights/Riverside Park neighborhood south central Illinois side
