Overland Park is a city in Johnson County, Kansas, United States. The population was 31,691 at the 2010 census. It is part of the Wichita metropolitan area. The first permanent settler in Overland Park was James Hance on May 5, 1854. Hance and his family were the first white people to live in what is now Overland Park proper. In 1857, John Wesley Powell and His Party explored the Arkansas River valley and named it for General George Armstrong Custer's army troops who had fought in that war previous year. The city's history began with its location on the then-Royal Road (now I-435). A post office called Overland Park was opened in 1887, and remained open until it was discontinued in 1907. In 1902, a group of businessmen formed the City Council to improve public services within the newly incorporated city limits. The initial legislation establishing Overland Park defined it as "a town laid out by ordinance" with an estimated population of 30 residents; however, only 21 residents lived within its borders when it became a municipality on November 1, 1903 In 1911–12 over 100 businesses set up shop along First Avenue east of downtown; this boulevard still bears their names today (e.g., First Avenue Market Place).During World War I Overland Park served as an ammunition dump for Lawrence County operations; more than 2 million rounds were unloaded here between 1917 and 1919 In 1922 Mayor Harry Welsch ordered new water systems built for all localities within Johnson County due to overcrowding caused by highway construction projects authorized by Governor Sam Jones; these systems were completed without further interruption until 1969 On October 29th 1954 William Denton became KCMO's first African American mayor when he won a run off against incumbent JClint Hill In 1956 KCMO annexed Stroudsburg which had been located in Topeka since 1873
