The town's first mayor was Cyrus Vance who served from 1870-74 under then-Governor James Buchanan Ewing of Missouri; he also served as clerk of court from 1871-75 under Governor David Le Roy Wilson of Kansas; after leaving office he bought land east of present-day Washington Street and developed that into Vance City which continued to be his hometown until his death in 1902 In 1907, Overland Park became an independent city with its own charter granted by state lawmakers representing Johnson County The growth of Wichita led to overpopulation within Johnson County so On October 1, 1915, Overlanders merged with Wichita to form a new city government with Mayor Jerald Crouse as its first leader That merger led to businesses moving into OverLAND PARK while people abandoned their homes westward into Wichita Township

The first humans to live in what is now Overland Park were Paleo-Indians who hunted and trapped game near present day Midtown and Shawnee Hills in what is now Osage County. In 1827, James Hays founded a farmstead east of present day Topeka on the site of today's Wichita State University after traveling through Kansas on his way to sell goods from Missouri. Hays named his new community Overland Park because he felt that this territory would be most beneficial to settlers moving into Indian Territory then under United States jurisdiction. The first post office was established in Overland Park by James Hays on March 15, 1828. The town grew rapidly due to its location and good transportation connections – it had two newspapers, a schoolhouse and three hotels when it became an incorporated town in 1830. By 1840, Overland Park had over 10 churches, 300 residents and 30 businesses including four breweries; it also boasted two public water systems (one with recycled municipal water from Wichita Falls while another provided pure surface water) as well as a network of roads that facilitated commerce between towns within their limits. In 1854, following Indian Removal Act legislation which ended British ownership of much of North America, Overland Park became one of several Great Plains reservations organized as "Indian Territories" subject to Ulysses S Grant's general order No 1 directing all American Indians eastward along the Missouri River into newly created Oklahoma Territory where they would become citizens only if they agreed to convert to Christianity or adopt certain other measures deemed necessary for assimilation into American society outside their traditional cultures/languages/ religions etc...
