In 1959, over 70% of the citizens were white while only 10% were black; within 25 years this had changed to 80%. This may be due to lower property values which have been difficult for minorities to maintain since they began losing ground during suburbanization throughout America beginning in the late 20th century (especially following World War II). The history of Overland Park can be traced back to 1854 when Johnson County was organized from parts of Wyandotte and Shawnee counties via the Topeka Convention Center Act (14th Statute 3) on November 7 that year by Governor James Buchanan with territories being organized based on population numbers provided by Indian agencies during the 1840s when Indian removal policies were underway in what is now Kansas and Oklahoma Territory under US President James K. Polk's policy known as "The Great Sioux War". The act provides for creation of township form government with equal representation for all white male citizens over 21 years old who resided within one mile (2 km) thereof according to Census Bureau estimates from 1800 through 1860; those eastward served under village form government until 1871 when they were granted Town lots subject to building regulations set forth by their respective Township meetings which also governed other aspects such as fireside chatters and general agriculture etc., but no vote or right existed outside Township meetings to levy taxes or make laws regarding schools etc., except for local governing posts like police officers etc., which were created by Act No 2 of 1865 providing for election & appointment Of Commissioners To stand between Village & Town legalized Powers . Johnson County originally consisted only of the present day Johnson County seat Leavenworth although Goodyear was included in later years due to its strategic location adjacent to Ulysses S Grant's Military Academy at nearby Fort Riley where troops were quartered during engagements such as Brown v Boarding House Cases (1869), Little Rock v Arkansas (1872), Siege at Peoria (1879) and many others before it became ceded including most land west along Black Hills National Forest boundary southward into Shawnee County prior to first World War I when much portions northward into Lawrence County were ceded including Goodyear AFB near present day Topeka where American Expeditionary Forces assembled prior battles fought against Native Americans around creek confluence resulting in casualties on both sides numbering more than 12 thousand individuals withememberable sites like Soldier Hill Monument west side intersection today just past pre-war residence built after Armistice Agreement ended conflict between American forces & Kiowa/Cherokee nation resulting in Tenskwatawa Massacre site still unidentified today about 10 miles east northeast corner RTown Limits line founded Natives claim ownership parcel since 1794 . The Overland Park, Kansas area was first settled by the Cheyenne and Arapaho Indians in the late 18th century. The area was part of the Shawnee Nation until it was ceded to United States in 1836. It became a territory of Kansas in 1861 and was annexed by Missouri in 1871. The city of Overland Park was founded in 1893 and is one of the oldest cities in Kansas. Overland Park is also home to the University of Kansas and KU basketball team, as well as a number of other cultural attractions.
