By 1860, Overland Park had grown to 1,500 people and was designated as a town by the Territorial Legislature. In 1862 it became a state capital when Kansas became a state; in 1902 it merged with Topeka into one larger city government that still bears its original name today. The economy of Overland Park has been centered around education since its establishment as a town; its largest employer is Topeka Unified School District which employs more than 6900 people across 11 schools statewide including Overland Park High School where President Barack Obama delivered his keynote address in 2009. The city's nickname is "The Garden City" because many development projects have taken place within walking distance of downtown such as the new University Mile shopping mall (opened in 2006), Riverbend park (opened in 2007), and Midtown Center mall (opened in fall 2008).

Overland Park was also founded as part of the Wichita Territory after Kansas statehood in 1861. In 1885, Overland Park annexed much of present-day Aurora from Olathe. This annexation created the largest municipality west of Denver by population at that time. The community thrived during the late 19th century as an agricultural center with several mills and tanneries operated by local farmers; however, World War I led to a decline in production until post-war prosperity revived industry in the 1920s and 1930s. During World War II, Overland Park played an important role as a munitions plant; however, it experienced significant damage from bombing raids during that war which left many streets unrepairable or destroyed (the raid that caused half of downtown's buildings to collapse). Aftermath efforts have made much of downtown available for redevelopment since then; nevertheless, many reminders of World War II still remain including remnants of bomber bases along Interstate 70 and portions of Fort Riley military base which are now used for recreational purposes only
