A log cabin was built on the site by Pierre Charles L’Enfant in 1802 as part of his plan to improve the quality of life for French-speaking farmers west of the Missouri River. It was not until 1838 that St. Francois became a city when it became part of Lawrence County, Kansas. In 1856, an act to create USD 327 was ratified by the United States Congress; this unit district served portions of Lawrence and Ottawa Counties until 1959 when they were merged into KSdos 305 with Salina City as its seat. In 1870,USD 402 was created from parts of KSdos 305; it included all present-day Olathe except for a portion that becamepart of Topeka in 1907. On July 15, 1907,USD 402 changed its name to Olathe School District due to increasing enrollments within its boundaries from nearby Topeka schools which had been established since 1902 without matching tuition rates between districts or receiving federal funding necessary for such pairings - only after much public outcry did KSdos 305 merge with Olathe on January 1st following passage of a bill by then Governor John Anderson that ended discrimination against Topeka's students by KSdos spokesperson César Chavez Sr.. The merger madesense because Topeka's enrollment increased so quickly relative to Olathe's decrease during that same time period according to IRS data: between 1900 and 1910 total school enrollment ranged from 613 students per 1000 residents to 914 students per 1000 residents while Olathe’sresidential population decreased from 3281 inhabitants to 2712 inhabitants over that same 10-year period...
