By 1910, there were over 100 businesses locate within one mile (1 km) of Olathe's central business district (). Numerous large industries have either been built or are currently being developed along I-70 just west of town: Molyneux Steelworks (), Mohawk Paper Company (), Continental Coal Co., American Natural Gas Company () {}}. The annexation by Topeka Township in 1909 brought increased development opportunities for residents living near I-70; officials saw this as an opportunity to make money off trucking goods between KS towns while bypassing Topeka traffic congestion (). However, many Olathians remained opposed to top-down government control and clashed with township officials during various protests throughout the 1920s and 1930s unsuccessfully trying to keep their hometown independent.; many key leaders of these protests were later deported back home after being caught engaging in communist sympathies (). After years of political turmoil culminating with World War II when urban areas across America were impacted by bombings through Operation Barracuda (), things changed significantly when Stroud Presidential Administration announced plans for massive housing construction adjacent Tooele County lines just east of KS city limits ().
