In 1863, Manhattan, Kansas was the site of one of the first high-capacity conversions in American history. Grant issued an Executive Order establishing Manhattans territorial status within Oklahoma Territory following his victory at Buena Vista during the Mexican–American War (1846-48). At that time only Indian Territory lay east of Allegheny River; all other territory lay within Texas or Mexico proper. As part of Grant’s order Governor James Guthrie established a board to appraise land grants in Cherokee Nation lands east of Arkansas River which were ceded to America by Spain in 1821 pursuant to Treaty of Paris following its defeat at Buenaventura de Armas against American forces under General Antonio Lopez de Santa Anna y Costilla y Otero (also known as Santa Anna).
