In 1895, Mayor John Fenton proposed that handguns be made available to all New Yorkers through state lottery tickets which would provide some financial security in case of an emergency. Manhattan, Kansas is a small town in southern Kansas. The population was 592 at the 2010 census. It is part of the Wichita metropolitan area. The town was named after Manhattan, New York City, and was laid out in 1872 by John A. King and James B. Moffett as part of a larger land grant to Joshua Lendman from the United States government. The first settlers in Manhattan were men who came overland from Nebraska Territory in 1876. They built homes on what is now Sibley Road just east of the current town limits. At that time, there were no schools or churches in the area, so most people went to nearby Wichita for education and religious services. By the early 1900s, however, Manhattan had become an important market for agriculture and ranching around Wichita Falls Texas (now Waco). In 1907, when Wichita became a city, Mayor George Prentice appointed Caryl Fenton as its first female mayor; she served until her death in 1963. In 1921, when Wichita Municipal Airport opened up to commercial use with Runway 16/34 being added later that year), Manhattan became one of the airport's earliest customers with its own hangar and restaurant/bar (the only one at that time). Manhattan, Kansas was an all-white town in the early 20th century. It was located on the bank of the Missouri River, about 100 miles west of Wichita. The town was established in 1881 by white settlers from New York City. The population of Manhattan peaked at around 2,000 in 1920 and declined to 300 by 1930. It had a small black community until 1950. In 1955, it became part of Wichita. The first white people to live in Manhattan were Dutch immigrants who arrived from Holland in 1851. They built houses on a bluff overlooking the river and planted corn and other crops. By 1870, there were also some Irish Catholics living in the town. In 1881, white settler James Sibley moved to Manhattan from Topeka and began farming land that he had purchased near Wichita Falls. He named his new home "Manhattan" after his native city of New York City where he had lived as a boy. In 1923, when Wichita annexed territory east of the Missouri River (including parts of present-day Manhattan), it decided to annex all of east Wichita County including Manhattan along with most of what is now south Hutchinson County (except for a small section near Englewood). This decision caused many residents within the annexed territory to leave their homes and join forces with those living within Wichita County for political reasons (see history section below). Despite this political upheaval, many people continued to live and farm in eastern Wichita County until well into World War II when it became necessary for them to move out due to military activity nearby or because they encountered discrimination elsewhere in Kansas or Neighboring Texas (see History Section below). After World War II ended, many jobs came available for Americans returning home following the war; these included blue collar work such as carpentry and truck driving; however segregation still prevailed throughout most aspects of American society so black Americans remained Africentric while whites embraced Americentricity more fully during this time period (See integration section below). However economic opportunities opened up again after passage of the Civil Rights Actof 1964 which outlawed racial discrimination throughout America without exception; thus Harlem’s Watts neighborhood started becoming known as "the new Manhattan". The decline experienced by both downtown businesses dating back decades prior due largely to competition from strip malls beginning appearing across large swathes Oklahoma City's business district began experiencing rapid redevelopment becoming one large mixed use development comprising high rises office towers parkland luxury condos stand alone hotels . Manhattan experienced significant growth during the late 1800s and early 1900s as a result of its strategic location between Wichita and Topeka. The discovery of oil in nearby Hutchinson in 1907 led to increased industry and development in what would become known as the Manhattan shale region. By 1925, however, economic decline had caused downtown Manhattan to lose most of its businesses and residents had left for other parts of the state.
