Liberal, Kansas is a small town in the U.S. state of Kansas, located in the northeast corner of the state. The population was 1,826 at the 2010 census. It is part of Shawnee County and has a rich history dating back to 1854 when it was laid out as part of Lawrence County by General James K. Polk under President Franklin D. Roosevelt's New Deal program. Liberal grew rapidly during World War II thanks to its natural gas resources and many military installations; however, since then its economy has been based largely on agriculture and tourism. The Richards family founded the local paper company in 1870 and have been owners or directors of the company ever since; their descendants still hold large stakes today. The town motto is "Equality First". The first residents of Liberal were Major John Ainsworth and his wife Rebecca Calkins who settled there in 1854 after Missourians burned their farmsteads near Lawrence City (now Topeka). In 1865, two years after topography changed along with new irrigation techniques developed by George Stephenson, Edward Seddon purchased land east of Liberal from Major Ainsworth for $1,000 (). Seddon had come to Kansas from Massachusetts in 1861 as assistant engineer on an American River Survey expedition led by Captain Samuel JTF Marshall that surveyed much of present-day Kansas including what is now Liberal township through December 1864 (). He purchased additional eastern land including that now within Liberal Township from other pioneers throughout 1865-1866 (). In 1867 Seddon built a sawmill on his cleared land east of Liberal where he operated it until 1901 (). By 1880 Liberals had a post office (), three churches (), three schools (), four stores () and sixteen families (). A millrace running north-south crossed the Washita river just east of current day Gadsden Street (); this watercourse formed part of present day Wichita Boulevard which ran concurrently concurrent with Indian Creek southward before diverging southwest near Topeka forming Washita creek .
