Liberal, Kansas history began with the arrival of English settlers in 1854. The area that is now Liberal was part of the Shawnee Mission District. In 1861, General Order No. 9 was issued by the U.S. government to all Indian Territory residents, which included all of present-day Kansas, Oklahoma and New Mexico. This order stated that any person who violated this order would be summarily executed. Consequently, many Native Americans living in what is today Kansas fled to Canada or other parts of the United States when this order was issued. In 1867, a man named George Armstrong Custer died during an expedition into Indian Territory led by Colonel John Arapaho. This event resulted in a great deal of controversy and helped spur the American Civil War between North and South. As a result, much land became available for settlement in what is now Kansas after Custer's death and subsequent battle with General Philip Sheridan on July 6th, 1867 at Reno Creek near present-day Topeka (also known as Battle Sink). The first white person to live in present-day Liberal was Jesse Hintonorf in 1868. Hintonorf had come from Norway to look for land suitable for farming after discovering that new territory had been created within the United States following Custer's death. He started out small but quickly grew rich from trading goods he brought back from his exploration trips into Indian Territory and beyond. During World War I, Liberal served as a base camp for American forces besieging German positions along the Upper Canadian River Valley near modern day Wichita (now Kochi). After hostilities ceased on November 11th 1918, American soldiers and Marines continued their occupation of Liberal until it was finally evacuated on December 5th 1918 pursuant to an order from President Wilson declaring war against Germany two days earlier! Liberal, Kansas history dates back to the early 1800s. The area that is now Liberal was first settled by Native Americans in the late 18th century. In 1847, the United States acquired what is now Kansas from Mexico. As part of the deal, the U.S. gave land to each of the various native nations who had been living in and around Kansas at that time-the Mescalero Apache were given a tract of land near Independence and Topeka; the Wichita River was offered to the Winnebago Tribe; and all of present-day Nebraska was given to Great Britain as part of the Treaty of Ghent. Kansas became a state on November 16, 1861. On December 12, 1907, it became one of 24 states admitted to the Union as a result of president William McKinley's Taft–Hartley Act. The territory that makes up modern day Liberal includes parts of both Indian Territory (now Oklahoma) and Texas.
