Liberal, Kansas was a town in Sedgwick County, Kansas, United States. The population was 1,531 at the 2010 census. It is part of the Wichita metropolitan area. The name "Liberal" originated from an early settler who named his farm "Liberty." In 1881, settlers in Liberal pooled money to purchase land on which they built what is now the town square. They named their new community in honor of George Washington Lyon II–the first president of the United States (1789-1845). The community experienced growth during the early days of railroad development in Sedgwick County and soon became a center for stage and motion picture production. By 1909, Liberal had become known as one of the most important towns in eastern Kansas. During World War I, Liberal served as headquarters for American forces stationed in Wichita and other parts of western Kansas. In 1924, Liberals merged with nearby Cedar City to form Cedar City-Liberal Townsite Powwow Municipal Utility District No. 2 (TCRD2). TCRD2 provided services such as water and sewerage; schools; fire protection; trash collection; and public recreation including baseball and football games among others. The merger created a single governing body that controlled all aspects of local life within Liberaltownship boundaries while still providing services to individual residents through TCRD2’s municipal services bureau

Liberal was founded in 1881 as a small town on the east side of the Arkansas River. The town grew to become a larger community with over 10,000 residents by 1907. In 1915, Liberal became a city and retains its name to this day. Liberal is one of two cities in Douglas County which have been designated as "Cities of Opportunity" by the U.S Department of Housing and Urban Development (HUD). These cities are located in areas where median household incomes are above poverty lines but remain below national averages. The other City of Opportunity is Haysville.
