In 1895 when Topeka became an incorporated city limits were annexed into Shawnee County by order of the state government Topeka officials decided that they should have their own police department which would be known as "Police Department No 1" since that's where new City Hall would be located (later State Capitol). In 1907 Topeka officials re-activated the old Lenexa Police Department which had been inactive for years due to lack of funds and also changed its name to "Topeka Police Department". Today Topeka PD continues its predecessor's tradition with an all black officers corps while adding diversity training programs for new hires - making it one of only a few law enforcement agencies nationwide that does so. On December 5th 1997 Mayor Jeff Long announced plans to move the downtown business district from east side streets on Third Street between Second Avenue South and Union Boulevard North towards First Avenue South just south of Interstate 70
