The namesake for the city is General George Armstrong Custer, who died in 1892 during the Wounded Knee Massacre. The city was founded on April 12, 1867 by John Ladd and his brother Caleb Ladd as a small town in territory acquired from Mexico following the Mexican-American War. The original name of Leavenworth was "Eagle Rock". On November 5, 1886, Leavenworth became one of three cities in Kansas to be granted full mayor-council power with no Limits on appropriations or expenditure thereof; this innovation made it possible for local governments to provide services not just to their own citizens but also to those within their boundaries who might need them most. The growth of Leavenworth has been rapid – it announced its first population estimate in 1880 and had a population of 362 by 1890 – and it has never taken kindly to any attempts by others to encroach upon its sovereignty or rob it of its resources. In 1907, when Wichita decided that it should become an independent city, Mayor Ladd responded tartly: "I always thought Wichita would get along very well with me because I know what I'm about." He had reason to be worried: Wichita had recently annexed much of central Kansas without consulting Leavenworth; there were fears that Wichita would try do so again if given carte blanche by City Hall. But despite some friction (and occasionally violence) between the two cities over jurisdictional issues and other matters − including development plans that made both cities little better off than they were before − overall cooperation has been good enough for both sides to maintain a healthy level of tension throughout most public life hereabouts; though recent disagreements have arisen over proposed changes in zoning laws which could (potentially) turn much of downtown into high-density residential development −rendering some people angry and others happy − each side seems more likely now than ever before to take whatever steps are necessary even if those steps seem controversial at first glance
