The town grew slowly at first but soon became an important agricultural center due to its location on the fringes of two large cattle herds - those operated by Congressman James Mankins and Major General David Clarke - as well as its access to good water supplies from three rivers. In 1887, Mayor Amos Hodge proposed that Lawrence become an incorporated town; this proposal was accepted by the board of commissioners but not by residents who voted against incorporation. After years of discussion and protests, on November 2nd 1886, cornerstone-cutting began for what would become lawrence's first municipally-owned waterworks plant – renamed Central Water Works after then-Mayor Collin Wray – which was completed eleven months later on December 5th 1886. By 1890, central water works had provided enough electricity to illuminate all homes within town limits; vice versa for municipal waste disposal until 1912 when outages caused central water works to be replaced with a private system funded largely by oil interests
