By 1880, all of downtown Lawrence had been built and commerce began booming thanks to favorable land deals and cheap labor from Indian tribes living near the fledgling city. A major force behind this growth were two entrepreneurs: Charles Pratt and William Hayslip. Pratt was responsible for creating Wichita Falls south of Wichita City while Hayslip developed much of east-central Kansas into what is now Oklahoma City. Both men were instrumental in driving down prices for goods necessary for life within the new metropolis – goods like flour, beans, tobacco and garments that were then sold throughout western Kansas via stagecoaches or wagon trains on long trips overland from eastern Missouri or Illinois. In 1902, when Wichita Falls erupted into violence following a race riot Funding was obtained by Mayor George Waddell to establish a municipal government with police forces which would provide security for newly elected Mayor Harry Sweeny who wanted nothing more than to promote development within his ward (Wichita Falls proper) rather than relying on local militia forces which were still very weak following Custer's engagement four years earlier
Lawrence was founded by the Kansas Territorial Legislature on April 12, 1861 as the capital of the newly organized Kansas Territory. With a population of about 20,000 in 1881, it grew rapidly and by 1885 had reached its present size of over 100,000. The city's growth was due in part to its location on the Santa Fe Trail and its easy access to goods and services from surrounding counties.
