Lawrence, Kansas was a city in Topeka County, Kansas, United States. The population was 30,814 at the 2010 census. It is the county seat of Topeka County. Lawrence was founded in 1867 by George Armstrong Custer and his cavalry unit as the first large American settlement west of the Great Plains. The city became an important transport center for goods and passengers on the Kansas– Nebraska railroad. Lawrence's downtown district is a Historic District that has been designated by the National Register of Historic Places since 1978. In 1907, controversy over education funding led to Mayor John Denny's decision to move City Hall from downtown to what is now K-State University's campus in east Lawrence. The city was one of many settlements along the Santa Fe Trail during its early years. A post office called "Lawrence" was established in 1868, but no town developed there until 1870 when Captain James Fenton erected a wagonshed at what is now First Street and North Main Street in Lawrence for his horse herds. He named it Fort Fenton after himself and Fort Riley after General Scott's army headquarters near Leavenworth, Kansas Territory (now Wichita). In 1876, two months before Union forces sacked Santa Fe Springs (later Albuquerque), Captain Fenton organized a small group of men to build a home on present day Douglas Avenue between Second and Third Streets in central Lawrence; this group became known as "The Pioneers". They were aided by local farmer Elijah Flowers who donated land east of Douglas Avenue for their community development project; flowers' descendants still maintain a property line along Douglas Avenue today. By 1880, 10 homes had been built with 20 residents living there; this number increased to 30 by 1890 because of continued growth along both sides of Route 66 which ran through town northwest to southwest; also nearby were businesses such as an inn called The Angel Gabriel which did not open until 1893 A new courthouse was completed northeast of downtown in 1886 using funds provided by settlers John Ladd and Augustus Earle Dodge; it served as the court house for all later towns within Topeka County except Girard (1893) In 1892–1893 Charles Mather designed and built what would become known as "Mather Park", located on present day Elm street between Third & Fourth Streets southeast of downtown Lawrence On December 15th 1899 President McKinley delivered his inaugural address from Aiken Oval on Capitol Hill in Washington D.C., where he encouraged Ulysses S Grant III to annex Oklahoma into the United States
