In 1907, it was reported that manufacturing production in the city had dropped precipitously due to high tariffs placed on imported goods by President Theodore Roosevelt's new American Progressivism administration; however this claim has yet to be substantiated On November 5th 1917 Congress passed act 294 which provided for WORLD WAR I draft registration in all fifty United States including Michigan; accordingly all men age 17 or over were required to register with local military authorities beginning December 15th 1917 In 1965 Michigan legislators passed Act 955 which established the University of Michigan School of Medicine and Health Sciences; hereafter known as "UMich". On September 30th 1978 Governor James Rhodes signed into law enabling UMICH students originally enrolled at nearby Western Michigan University (now WSU) to transfer directly to UMICH without having their courses count toward either university's graduation requirements This event marked an important change for UMich students as now almost all undergraduatedegree programs are offered through UMich rather than through other universities
