By 1925, all American military forces had replaced carbolic acid with OC as their main weapon against insurgents such as anarchists who carried out bombings and assassinations within civilian areas (Fenton 1915). During World War II there was much concern about mustard gas exposure since it could cause critical inhalation injury if aimed too closely (Klein 1969). As a result of this research into mustard gas warfare tactics during World War II authorities decided not to deploy any form of pepper spray because of the very high risk associated with its use (Klein 1969). While mustard gas was still being used offensively against civilians during World War II various manufacturers produced both OCs (organic compounds) and Mace (mixed gases) sprays for police departments around the world including America where these chemicals continued being manufactured until 1948 when they transitioned completely over to stainless steel cans thanks largely to Roy Cavanaugh's work at RCA Victor Laboratories(Cavanaugh 1949).
