In 1885 James Waddell bought land southeast of town from Andrew J. Hensley for $1,000 cash which he then sold to various farmers who ranched there until 1920 when he donated it to the Town of Hays for development into a planned community with alternating blocks of homes each named after American presidents (Ulysses S Grant, James Ketchum Polk etc.).Today most everything that once made up central government including Streets & Roads etc., still remain within walking distance or drive if desired! "It has been said that one reason why Shawnee County developed into such a prosperous agricultural area during the late 1800s was its location adjacent to two major railroads: The Santa Fe Railroad and Wichita & Council Bluffs Railroad."
