Emporia, Kansas is a city in Dodge County, Kansas, United States. The population was 3,879 at the 2010 census. It is the county seat of Dodge County. The first permanent settlers in Emporia were three brothers who arrived with their families from Illinois in 1854. They erected a log cabin on the present site of town on the night of December 21, 1854. The first post office was established in1855 and named Emporia after the townsite in England where they had been born. A railroad came through Emporia in 1868 and soon there was an extensive commerce and industry surrounding it; mills included one owned by George Wirtz that produced flour for local markets and exported to other cities; banks such as First National and Third National formed; churches were built; schools were opened; and a streetcar system began operations which made it easy for people to get around town. The growth of Emporia led to increases in taxes which supported public infrastructure expansion including: the addition of two blocks (now Elmwood Avenue) to downtown during the 1870s which increased the size of town by 50% while also providing commercial space for businesses; incorporation of neighboring townships during World War I to form a new city with more than 10,000 residents due to shortages among smaller communities when war materials became available via railroads instead of through peddlers or mail order; establishment of branches throughout Dodge County – now numbering over 150 – providing service not only within town but also within adjacent counties including Butler, Osborne, Pawnee, Geary and Weldon as well as into Canada via trade routes connecting Dodge City with Toronto (then called Kingston). In 1924-1925[2] Wichita State University relocated its campus from Shawnee Mission Indian Reserve (now Overland Park) eastward along what is now Elmwood Avenue (above US-169) under pressure from Wichita's mayor James Dickey who said that if Shockoe Bottom remained unoccupied then Wichita State could claim sovereignty over what was then called "Shawnee Mission". In 1925[2] Wichita State University vacated its original Shawnee Mission Indian Reserve campus because much development had taken place there since its construction many years earlier which prevented useable land from remaining undeveloped.[3] That same year[4] Stroudsburg College moved from nearby Topeka to south central Emporia following suit by other national universities threatened by restrictive housing policies being put into effect at that time based upon Fearon's theory that colleges would attract students away from rural areas towards urban campuses thereby leading to loss of jobs and economic decline. In 1930[5],[6], Drury University [7],[8] followed suit by moving from Hutchinsonville westward across Ulysses S Grant Boulevard onto what is now Fourth Street between Walnut Creek Road and Haskell street after competition emerged between Hutchinsons (founded 1889), Missouri Southern Railroad Company (founded 1865), Stroudsburg College ([9]), Drury University ([10]) over whom control would eventually pass backhandedly to Hutchinsons again following anti-trust proceedings instituted against them following their purchase by Missouri Southern Railroad Company competitor Oklahoma City Gas & Electric Corporation).[11],[12],[13][14] In 1933,[15]'s Prohibition repealed' so too did most government liquor regulations leaving organized crime control over alcohol sales transcriptsions somewhat unchanged although bootlegging activity increased significantly albeit without any major law enforcement response.[16],[17][18]. By 1935[19], despite efforts by local officials including Mayor John Fenton [-20]-the city fathers passed an ordinance establishing prohibition enforcement within city limits while simultaneously forming a police force -the only municipally operated crime branch anywhere inside United States at that time-[21]-empori
