In 1881, when Kanawha County was formed from parts of Warren and Perry counties, Emporia became its county seat; however, it reverted to Shawnee in 1893 when KS Legislature repealed Kanawha's incorporation into Kansas as part of efforts to create an all-Republican state during Reconstruction Era times when African Americans were not allowed citizenship or voting rights under Republican rule in Kansas The population reached 20,000 by 1910 but declined to 16,874 by 1930 due to many factors including more restrictive immigration laws during World War I and increasing joblessness during Great Depression era Urban sprawl began moving families out of small towns throughout America during this time with Kensington being one such example Councilman William Jablonski led an effort to have Emporia renamed "Kansas City" following then-Governor James Buchanan's suggestion while mayor Harry Wohl called for secession from Missouri following passage of anti-black segregationist legislation known as " Jim Crow" . On November 3rd 1920 voters approved renaming their city "Kansas City" through referendum against objections from Mayor Wohl who felt that if they got given such an honor name it would send the wrong message about how important he thought their city should be considered within Greater Kansas City . However despite popular vote support for renameing their city "Kansas City", Governor Charles Evans Hughes vetoed any bill naming it after then-Mayor Emanuel Kuehl which passed without his signature . Emporia, Kansas is a city in Johnson County, Kansas, United States. The population was 953 at the 2010 census. It is part of the Wichita metropolitan area. The history of Emporia began with the arrival of immigrants in 1847 and continued through various waves of growth and change until it became an incorporated town on December 14, 1907. The first settler in what would become Emporia was Nicholas Sowell who arrived in 1847 from Connecticut. He built a log cabin on the banks of the Arkansas River opposite present-day downtown Emporia. Other early settlers included Daniel Hensley, Benjamin Fenton, John Waddell and Ebenezer Smith. By 1860 there were about 30 families living in what would become Emporia. In 1881, a group of men from eastern Kansas started a flour mill on the Susquehanna River east of present day downtown Emporia to provide employment for local farmers after they lost their land to foreclosure during the panic years following Reconstruction (1865-1887). This new mill quickly became known as "The flour store." In 1889, Emporia post office was established at this location and remained open until 1951 when it was moved to its current location across Main Street from City Hall. In 1907, incorporation as an incorporated town occurred due to strong community support for such an action by then Mayor George Capps and two other citizens: JB Higgins (founder and first president/CEO of First National Bank) and A Herbert (a developer who purchased land adjacent to City Hall which he eventually named Park Square after his late wife's mother). The city's growth proceeded steadily through several waves of development including annexation by Topeka in 1912; fire damage caused by a gas explosion that year which destroyed most buildings within city limits; World War I military activity that produced large numbers of soldiers who spent time or lived permanently in town; rapid population growth duringWWII which led to increased housing needs resulting in another annexation campaign; 1950s real estate boom which resulted in many more housing developments within city boundaries; and current day redevelopment efforts spearheaded by Mayor Pro Tem Dave Weisenbach/the late Bob Borenstein
