In response to this problem Mayor John Cook decided that a new fire hydrant system would be put into place throughout the city so that citizens could better report any suspicious activity or unusual behavior around fires; with this change come increased safety for all inhabitants inside and outside of the city limits. The first decades of 20th century saw significant growth for Emporia with annexations occurring including Northside (1912), Southside (1915), Chinatown (1925), West Side (1929) and Northwest Side (1935).
