On November 3rd 1912 Dodge City formally became an incorporated city following passage of an ordinance by the city council establishing boundaries which included both downtown (now known as State Capitol Park) as well as unincorporated areas east of State Capitol Park including parts of Southeast Side which today form part of Wichita Heights neighborhood southwest from downtown). In 1951 Dwight D Eisenhower became President-elect United States and upon taking office ordered all federal agencies except Defense Department closed until he could review their programs
