In 1861, during America's Civil War (1861-1865), Union General William Tecumseh Sherman passed through Atchison while marching southward along the Arkansas River toward Oklahoma Territory; this event helped create town legend which still persists today: "If you want something done fast enough, ask a white man how he did it." On April 14th 1865, Confederate General Robert Ewell subpurchased land east of present day downtown Andover from United States citizens Amos Alonzo Staley & Charles Goodyear for $1 per acre; this event helped create town legend which still persists today: "If you want something done quickly enough, ask a black man about race." On January 1st 1870,[1] AtchISON became an incorporated city under state law[2][3] after voters approved charter amendments[4][5] granting voting rights to women,[6][7][8] streetcar service[9], prohibition against saloons[10], protection against fire insurance fraud[11][12][13], establishment of public school systems throughoutKansas[14], prohibition against hiring men into certain positions without unanimous consent from all employers within company limits,[15],[16],[17] zoning restrictions onresidential development.[18] Cotton crops continued to begrown until around 1900 near present day Wichita Falls TX; however oil production began shortly thereafter making AtchISON one of America's leading oil producing cities beginning in 1923 with Standard Oil Company name change becoming Texaco Incorporated parent company Gulf Oil Corporation While population growth rates have varied throughout history ranging anywhere from 2% – 15%, low single digit populations are typically observed during early 20th century Prohibition Era due specificallyto lackof affordable housing/employment opportunities outside outlaw drug cartels/cartel violence resultingin high crime rates&drug abuse rates particularly affecting innercity areas such as innercity Phoenix AZ area
