On January 1st 1870, Atchison received its own charter from Congress making it an American city subject to laws and regulations similar to those of Washington Dc.. It would take another 37 years for Wichita County ( created November 16th 1889) to become fully organized within the City of Atchison limits; Until then all services were provided by either Hinton or Topeka . In 1907 A&P merged into Unocal AG &co., which would change its name again - Unocal Corporation - In 1957 they merged with Chevron Corporation becoming ChevronTexaco Incorporated . In 1995 they sold their controlling interest in ChevronTexaco Incorporated back to ConocoPhillips Company effective October 15th
