The Ar15 upper receivers were designed in Atchison, Kansas by a team of engineers led by Dr. John P. Luttrell. The first rifles chambered for the AR15 were produced in 1978 and originally sold as surplus weapons to law enforcement officers and the military. In 1982, The Ar15 rifle was redesigned with a new gas system which allowed for increased accuracy and range. Atchison, Kansas is a city in the U.S. state of Kansas and the county seat of Atchison County. The population was 82,953 at the 2010 census. It is part of the Wichita–Aldridge, KS Combined Statistical Area. The first permanent settler in what would become Atchison was David Atchison on October 3, 1837 when he and his family crossed the Rio Grande into Mexico City to purchase land from José Gomez de la Garza. On March 12, 1839, John Ladd founded a hotel in what is now downtown Atchison with 10 rooms called Eau Claire Hotel (now known as The Regency). A post office opened in this building on September 20, 1840 which became known as "Atchison." In 1847, General George Armstrong Custer fought with General Philip Sheridan near Independence Rock outside present-day Wichita while scouting for an Indian warpath to cross the River Godawma; because of this event Atchision quickly became identified with Wichita/Aldridge due to its proximity to military activity and its large number of cavalrymen available for service in that area. The first train trip between Wichita and Atchison took place on November 17th, 1869 using wagons pulled by four horses; this route was supplanted by the current Union Pacific Railroad line in 1907. In 1916 President Woodrow Wilson visited Atchison during his visit to Wichita/Aldridge and signed Executive Order No. 8802 which established a Works Progress Administration (WPA) program aimed at improving American cities by creating jobs through various projects such as infrastructure improvement and public works projects. In 1928 Annie Besant founded her own television station KTKA-TV which served Ashtonsburg until it shut down in 1984.
