The present day downtown area of Arkansas City was built on land donated by William Ewing and his family after they lost their home during the 1906 Kansas tornado outbreak. In 1978, Arkansas City erected a large bronze statue of General George Armstrong Custer to prominent citizens in memory of him and many other American soldiers who died during World War II. The city also has a Gallery of Art open to the public every day from 9:00am to 5:00pm from April through October (except holidays).

Arkansas City, Kansas was founded in 1854 by Captain George Armstrong and his husband, James. The town was named after the Arkansas River that crossed from Missouri to Kansas. In 1855,Captain Armstrong opened the first sawmill in Arkansas City and it remained a mainstay of the town until it closed in 1924. The city's first settlers were farmers who grew corn, beans, wheat and other crops on their farms. By 1880, the city had a population of about 1,200 people. The city's fortunes changed when railroads arrived in the area and began bringing jobs to Arkansas City. In 1912,the Arkansas Avenue Bridge was built over the Kansas River and this made the city an important transportation junction for central Kansas. In 1926, Captain Armstrong died at age 90 and his wife succeeded him as mayor of Arkansas City. Under her leadership, the city developed a strong economy which helped it maintain its place as one of central Kansas' most important cities. In 1978, Mayor Armstrong's daughter became mayor and she has continued her father's legacy of being an effective leader for her community.
