Arkansas City is a small town in southeastern Kansas, United States. The population was 2,859 at the 2010 census. It is part of the Wichita metropolitan area. The town was founded on October 1, 1868, by William M. Atkins and his brother-in-law, James Fenton. Atkins had been born in Parsons County, Kansas Territory to a family of pioneers who had left Missouri during the American Civil War to settle in what is now Arkansas City. In 1903, the town name was changed from Atkins to Arkansas City after its incorporation as a city by an act of the Kansas General Assembly. The city annexed portions of neighboring townships in 1907 and 1912; these annexations also added about 100 residents to the total population of Arkansas City. Arkansas City experienced rapid growth after World War II when many workers came for military service or rural Extension work related to nearby Strathmore Air Force Base (now Colorado Springs). The population reached 3,000 by 1950; however it only grew slowly thereafter due in part to competition from other towns with larger populations that were incorporated into cities or counties during that time period such as Topeka and Lawrence. Because of this trend, local government officials began looking for ways to consolidate all local services within one structure so that they could provide better customer service and reduce duplication of effort across municipal governments throughout southeast Kansas. In 1990–91, they successfully enacted an ordinance designed to create a single budget authority which would have allowed them to consolidate all city services into one organization under one roof without havingto go through another vote or referendum process like those preceding each change in councilmember powers since it became effective immediately upon passage without any notice given either to citizens or elected officials residing inside/outside the consolidated jurisdiction (i.e., Wichita) where most decisions affecting Central KS urban areas are made). This would have saved taxpayers’ money which otherwise would have been used towards expanding other downtown departments such as law enforcement and firefighting while allowing more downtown development including several high-rise buildings currently under construction atvarious locations within walking distance of central business district (CBD) – approximately two blocks east from Main Street near First Avenue / Third Street intersection – just outside commercial core neighborhood boundaries centered around Masonic Temple grandstand on East Market Street adjacent Interstate 35W exit ramp & north sidezarker adjacent I-35W southbound offramp onto I-435 heading westward concurrent with main street arterial movement away from CBD boundary consistent with present day zoning plan requirements governing most types/levels/types redevelopment occurring withinCity Limits although some exceptions noted below may apply especially if subjectTo prior approved special use zoning designation which has not yet occurred despite multiple requests for approval notwithstanding numerous protest meetings held recently including several recent public meetings organized by Citizens concerned about proposed impact on existing residential neighborhoods located near CBD boundaries opposite I-35W exit ramps & interstate highway corridor
