Arkansas City, Kansas is a small town in southeast Kansas, United States. The population was 1,564 at the 2010 census. It is part of the Topeka-Laramie metropolitan area. The name "Arkansas City" is derived from the Arkansas River which flows through the town. The first settler in Arkansas City was John Sutter and his family who arrived there in 1854. The original post office was named for Colonel James Witherspoon (1796-1865) of Louisiana who had been sent to Wichita County, Kansas as a land agent in 1847. When Witherspoon's location became known, he requested that the post office be renamed for him so that people would know where he lived and what he did for a living. On October 3, 1854, Colonel James Witherspoon's Post Office opened at Arkansas City with David Davenport as its first mailman. In 1862, Arkansas City became the capital of Newton County after it was detached from Wichita County. In 1904, when Topeka became an independent city, it annexed much of rural Newton County including Arkansas City and several other towns including Garden Valley and Clearwater Springs within Topeka's limits. As part of this annexation process, Topeka also approved plans by local business owners to rename many of their businesses after prominent local citizens such as territorial governor Sam Ladd or Ulysses S Grant – something that continued until 1959 when all businesses were required to list their full legal names on Business Records Department forms instead of just their surnames only). As Topeka grew more populous and developed into an urban area with multiple shopping malls and colleges nearby (including Kansas State University), most residents opted to remain rural rather than move into larger cities which could offer them better jobs and more education opportunities. Arkansas City, Kansas is a city in Haskell County, Kansas, United States. The population was 4,944 at the 2010 census. As of the 2009 Census, it had a population of 3,806. Arkansas City was founded in 1855 by James Hogg and Andrew White. It became a county seat in 1867. The first post office in Arkansas City was established on December 1, 1855, and remained in operation until it was discontinued on October 15, 1861. The second post office in Arkansas City was established on January 6, 1856 and remained open until it was discontinued on May 14th of that year also due to low population growth. James Hogg arrived from Canada with his family to start what would become the largest cattle ranching operation west of the Missouri River ever operated. In 1865 he donated land for a county courthouse which now stands within the limits of present-day Arkansas City. The town's first store opened its doors on July 10th of that year and continued operations until 1978 when it closed because of competition from other small communities east of Wichita Falls spawned by oil exploration activity near Fort Worth Texas during that decade). On December 1st 1860 James Hogg married Eliza Prentice (1824-1912) who would later be one of the most influential women in early 20th century Arkansans including stints as Mayor (1906-1907), First Lady (1908-1920), Governor (1922-1945), Representative from District 202 (1963-1967), Assistant Secretary for Economic Development under President George Herbert Walker Bush and member numerous Boards & Committees throughout her lifetime). In 1907 James Hogg purchased an eighty acre site just south of present day downtown Arkansas City from Wm Bicknell for $2,-= cash only!
