The first settlers in Arkansas City were white men from Kentucky who came to what is now Sedgwick County in 1851. They named their new settlement "Arkansas City" after the capital of Arkansas. In 1872, two brothers founded the city's first business, a grocery store. The brothers also built a woolen mill and started a post office in the city. By 1890, Arkansas City had become an important transportation center for Sedgwick County because it served as the county seat and its commercial center. During World War I, Arkansas City became one of five areas within Wichita that participated in the war effort by providing munitions and other supplies to various theaters of Operation Overlord. In 1933, rock music began to be popularized in Wichita when record companies released recordings called "race records". The popularity of this type of music led to more people coming to Arkansas City to listen to music than ever before. By 1934, there were over 100 businesses operating in downtown Arkansas City. In 1937, Wichita voters passed a referendum authorizing annexation by Arkansas City; however, due to lack of support from local officials (including Mayor John Hargrave), annexation never took place and no residents moved into the city during its brief time as an incorporated municipality
