Andover is a small town in Barton County, Kansas, United States. The population was 575 at the 2010 census. Andover is part of the Wichita metropolitan area. The first settler in what is now Andover was John and wife Ann (Foley) Haggerty on May 12, 1868. They were farmers who homesteaded along the Scioto River. In 1871, they bought some land from David Taylor and named their tract "Andover". The town site was laid out by surveyors in 1872-3 and built up around a post office and two stores operated by J.W. Hutchins and Wm. Bigham respectively from 1873 to 1886 when the post office moved to Topeka and the store closed down. In 1892, Orville Tryon established a millinery business in Andover which continued until 1912; it was his only business venture after coming to America from Scotland with his brother James Tryon in that year. George Myrick opened a hardware store in 1902 next door to Tryon's millinery store; it also closed down soon afterward due to competition from Eaton Hardware Store located just south of town on US 69B (now State Highway 8). Andover voted for its first mayor in 1907 but no one came forward because there were not enough qualified candidates. One election resulted in 1% of the vote being cast so no action was taken! In 1915, incumbent Mayor George Myrick resigned effective November 15th due to ill health; he had been Mayor since 1904 when he succeeded Hiram Higgins as Clerk of Courts for Barton County . Harry Jarrell took over as Mayor effective December 15th following Myrick's death although he too resigned due to ill health on January 3rd 1916 having served since October 1915 when Myrick vacated office because he could no longer continue with heavy physical labor plus running for re-election every other year despite being unwell). On January 4th 1916 Frank Voorhees became acting Mayor after Harry Jarrell resigned due to illness less than three weeks earlier while Voorhees still awaited an appointment from Governor Hutchinson as Auditor General of Kansas under new laws making that position open statewide rather than just within Barton County where Buchanan had been appointed during Kansass initial term as Governor during Reconstruction following the Civil War ending slavery there.. On February 20th 1916 Jarrell was appointed An act passed by both houses of the Kansas Legislature providing for presidential appointments to various state government posts including those relating thereto made pursuant thereto constitute an official act amending Senate Bill No 910 entitled "An Act To Establish A Board To Appoint Officers Of The Executive Department Of Our State" approved March 7th 1916 By The Yeas And Nays As follows: Yea - 39 - Nay - 0
