Gun security history in Andover, Kansas began with the Gun Club of Andover, a group of men who met to discuss gun safety and regulation. In 1892, the club passed a resolution protesting proposed state legislation that would have made it more difficult for citizens to own firearms. The club also organized a gun safety meeting in 1893 which resulted in the passing of an ordinance regulating handguns. The first attempt at firearm registration in Andover was made in 1907 by Mayor John W. Blair and Sheriff George Coker. Registration was not successful and no records remain of this effort. Registrations continued to be made sporadically until 1911 when they were discontinued due to lack of interest from owners or officials. The last registration attempt was made on October 1st, 1912. In 1915, Mayor J.P Pettit started the town library which served as both a public library and armory for local residents with shotguns/rifles only. At this time, pistols were still not allowed within city limits although rifles could be owned commercially outside town limits if registered with the sheriff’s office. Beginning in 1922, handgun ownership requirements changed based on changes in federal law called the National Firearms Act (NFA). Under NFA rule 2111(a), all individuals owning pistols must register them with the sheriff’s office no later than five days after acquisition; however, pistol registrations did not become mandatory until 1934 when NFA rule 2219 required all pistol owners to obtain licenses from local police departments before possessing any weapons whatsoever within their municipality or county boundaries (except for law enforcement officers). The first handgun registry list is extant from 1935 which shows handguns registered by name and serial number only with respective municipalities/counties where these weapons were located: Topeka (KS), Wichita Falls (TX), Overland Park (KS), Dodge City (KS), Argus Heights (IA) etcetera- except Topeka which registers handguns by name only because it does not have an armory at that time On July 15th 1949 Charles Hemenway opened his business "Hemenway's Pistol Shop" located at 6800 South Western Avenue Suite A- Andover KS 66025 selling ammunition plus repair services on NRA guns & revolvers

Andover is one of two towns in Wichita County and one of four villages in Shawnee County. Andover was founded in 1854 as a trading post on the Santa Fe Trail by George Stephenson and his brother John Stephenson. Andover grew quickly as a farming community, thanks to its location between Wichita and Topeka on the Arkansas River. In 1902, Andover became an incorporated town with a full school system and general store. The town's prosperity declined during World War II when the war led to Decreased demand for farm goods and loss of jobs on local farms. After the war, Andover experienced another period of growth which culminated in 2000 with the construction of United States Post Office #527 along Main Street which now houses the historic First National Bank building. In 1792, Congress passed the Second Amendment to the US Constitution, which guarantees citizens their right to bear arms. The amendment was drafted as a response to an incident where a group of men threatened to shoot up a political meeting in Philadelphia. Originally, this amendment only applied to military veterans or those who had been awarded federal firearms licenses (FFLs). In 1868, Congress passed amendments that made it illegal for anyone under 21 years old to own a pistol or revolver without a license from a local police department. This law remained in place until 1934 when it was repealed by act of Congress. Gun control laws were enacted in many different countries throughout history because they were seen as necessary in order protect people from harm. In America, these laws were often written withillacable exceptions for convicted felons or those who had mental health issues that made them dangerous weapons owners (see Special exception section below). Gun violence rates have consistently increased over time in America due largely to two factors: access to handguns and lack of safety measures instituted by governments and individuals alike.
