The first gun swivel known to be used with live rounds was created by Italian inventor Luigi Fabbri in 1836. At the time, this device was called a "firing adapter." It consisted of two metal plates that were screwed together at one end and held together by a hinge-like piece of plastic or metal that allowed it to rotate 360 degrees. The axis of rotation was controlled by means of an attached knob or handle on the opposite side of the adapter. Spencer, Iowa is a town in Johnson County, Iowa, United States. Spencer was founded in 1878 by Levi Spencer and his family. The town was named for General George A. Spencer, who led the Union Army during the American Civil War. The population of Spencer was 1,427 at the 2010 census. It is part of the Sioux City–Council Bluffs Micropolitan Statistical Area. The first place where Spencer was established was on May 10, 1878 by Levi Spencer and his family when they plowed a patches of land around a spring near present-day North High School to start a new community. There were no other residents living in that area then or even within a few miles of where it would eventually stand. On November 2nd 1890, due to an issue with property lines being drawn incorrectly on various parcels of land surrounding town limits (northwest corner of High Street and southeast corner of US 12), some citizens bought more than their share from the original owners in order to create what became known as "The Row". This action demonstrated that enough people wanted to live and work together in one location – something which would become increasingly important over time as society moved westward and towns developed around them. A post office called Spencer opened in 1889 under direction from local speculator John Witherspoon & Co., Inc., but continued only until February 9th 1906 due to low mail volume; however, it still served as an important stagecoach stop between Sioux City and Council Bluffs on Route 522 until 1974 when those services were consolidated into one route (Iowa Highway 522) through Sioux City exclusively.$100 check required for service ($1 cashier’s fee).
