As a result of these changes, Spencer has seen some growth since its incorporation into Rockridge Township; however, there are still some neighborhoods that remain rural in nature and lack access to basic services such as water or sewer service. Despite this challenge, though, recent efforts have been made by both City Council members and Mayor John Hesselman to improve life for residents living inside city limits- something which will likely continue even after next year's upcoming budget cuts which would impact many local programs
