Spencer, Iowa is located in thewest central segment of the United States and is bordered by Council Bluffs, Iowa to the north, Dubuque, Iowa to the east, and Sioux City, Iowa to the south. It was founded in 1858 by George R. Spencer as a fur-trade town. The town grew rapidly during the mid-19th century due to its location at a crossroads between two major canals - one carrying water from Chicago down the Des Moines River and another connecting Linn County with Omaha through Sioux City. In 1872 Spencer became an independent city and it has been continuously inhabited since then. The city was named for George R. Spencer, who came to Spencer in 1848 from Ohio. At that time Spencer was a member of the Missouri legislature and he donated land for what would become Spencer. In 1857 he moved his family from Ohio to what is now Waterloo County on the west side of the river in what is now downtown Spencer. In 1865 he married Elizabeth Dickson and they started a grocery store on Center Street in downtown which continued until 1903 when they sold it along with all their other businesses to J P Stevens Company. The company built a large warehouse on Main Street which served as headquarters until 1978 when it was torn down and replaced by city hall (now known as First National Bank). The original store building still stands today as part of First National Bank's Pioneer Square complex near main street intersection across from State Capitol building (now known as State Library Building). During World War I Spencer supplied foodstuff for US military camps throughout eastern Illinois including Camp Dodge on Drake Avenue just north of downtown where thousands of soldiers were housed; Camp Sherman near Decatur on Stephenson Boulevard; Camp Ford northwest of Cedar Rapids; Fort Snelling northeast of Sioux City; Camp Douglas southwest of Ames; Army Training Field #2 northwest of Cedar Rapids before being transferred back east near Rock Island Arsenal late in 1916 In 1925/26 construction began on South Third Street between Market Place and Capitol Drive (later renamed University Avenue) which would serve as principal business district for city government including education, finance, social services etc.; today this section remains largely unchanged except for some minor alterations made during later years such as removal or relocation of several institutional buildings including Indiana University Memorial Hall (now known as UI Quadrangle), Community College Annexe (CCA), North High School annexe (northwest corner plat square), etc Between 1927-1929 work also commenced upon addition or renovation/updates to various municipal buildings such Ascelsa Municipal Court building first entered into use October 1929 becoming permanent after rehabilitation project completed March 1930 followed by demolition May 1934 following same fate for courthouse annexe & library annexe Also included within scope thereof were additions/updates deemed necessary or desirable pursuant To reclamation plans prepared under Act Of July 1932 entitled "An act providing special assistance For Cedar Rapids Municipality" adhering thereto certain streets & features therein have been repaved Said streets are Second Avenues South Third Street West Seventh Streets
Spencer was founded in 1853 by a group of men led by Willis Spencer. The town was named for Spencer's father, who had bought the land from the Sac and Fox Indians. In 1865, Spencer became the county seat of Spencer County.
