In Spencer, Iowa in 1876, a group of men decided to start a local bank. The first bank was built on the current site of the city hall. In 1907, the Spencer National Bank merged with the Des Moines National Bank and changed its name to the Des Moines National Bank. In 1913, the Des Moines National Bank merged with the First National CityBank of Chicago and changed its name to First American CityBank. The bank became part of J.P. Morgan & Company in 1933. In 1979, First American CityBank merged with United States Trust Company and changed its name back to First American Bankshares Incorporated.
Spencer, Iowa is a town located in Cedar County, Iowa, United States. The population was 1,814 at the 2010 census. Spencer is an agricultural community and is the county seat of Cedar County. It is part of the Des Moines Metropolitan Statistical Area. The first settler in Spencer was John Bigelow on a farmstead known as Big Tree Grove in 1851. Spencer was platted in 1857 by Hiram Keyes and named for General Andrew J. Spencer who had fought in the Mexican-American War. The town began to grow rapidly due to its location on the Wabash River and its access to transportation via stagecoach and wagon train routes. By 1886, Spencer had over 100 residents and two churches: one Baptist and one Methodist. In 1902, a school was built with funds provided by local farmers for students from rural areas east of Cedar City. The first teacher was Mrs Hilda Dickson who taught until 1916 when she became superintendent of public schools in Cedar City; later that year she moved to Spencer where she continued to teach until her death in 1984. In 1957, the United States Congress passed House Resolution 4 which called for recognition of Iowa's congressional districts as being "drawn without regard to racial or ethnic diversity." This resolution led to much debate within the state government about whether or not white people should be given preferential treatment when it came to voting rights since many black people lived within these districts too (see redistricting crisis). After months of discussion, a compromise plan was proposed that would have divided Cedar County into three districts - one black (the 10th district), one Indian (the 3rd district), and one white (the 2nd district). However, this plan received no support from either side and was ultimately rejected by voters in a landslide referendum Results showed that 71% of those living within these three districts wanted their own representation instead of going along with what their fellow citizens had done! A new proposal was made which would create four new districts - two black (the 8th district), two Indian (the 5th district), two white (the 3rd district), and one Native American tribal area - including parts of Black Hawk County which were previously unrepresented on any legislative level due to their location on both sides of the Missouri River/Iowa border/Lake Michigan boundary line. This proposal again met with criticism from many sectors due primarily because it did not take into account race or ethnicity when drawing these new boundaries; consequently it failed miserably at polling results indicating that only 36%of those living within these newly created districts wanted themselves represented equally alongside everyone else! When another referendum took place proposing changes to UI legislation regarding early voting times & late registration deadlines- 83%of all Iowans voted yes despite some major objections raised by Republican legislators- this shows how important democracy is not just limited strictly speakingto straight white people!
