Ottumwa, Iowa is a small town in Johnson County, Iowa, United States. The population was 1,811 at the 2010 census. It is part of the Des Moines-West Des Moines-East Des Moines Metropolitan Statistical Area. The Ottumwa post office was established in 1872, and continued operation until it was discontinued in 1911. The community name comes from "Ottawa." The first settler to arrive in what is now Ottumwa were two brothers named John and Isaac Ottoway who came over on horseback from Illinois in 1847. They built a log cabin on the current site of the present day town in 1848. In 1850, another brother named Prentice bought land near where Ottumwah stands today and started a cattle ranch which became known as Rancho Prentice. In 1854, John Ottoway moved his family to what is now Ottumwa and started a grocery store called The Gristmill that still operates today. In 1861, George Kapp founded the Kapp Grain Elevator which became one of the largest grain elevators west of the Mississippi River. After years of development and growth by Kapp and others within the early days of Ottumwa's history, it was incorporated as a city under its own government on October 15th 1908 with a population of 501 residents (the incorporation number has since been bumped up to 612). On July 25th 1907 an act legislated that all townships including those within Johnson County be consolidated into one municipality with its own government through delegation from each township board member to Mayor Wernstrom who would then appoint five City Council members who would serve for four year terms with no possibility for re-election thereafter; this action effectively terminated most local autonomy within eachtownship while still providing certain services such as police protection and building maintenance/repair functions to their respective municipalities through contractually agreed upon partnerships between these organizations until 2003 when this arrangement was repealed by Act 249 whereby any future consolidation or abolition of townships within Johnson County must take place through legislation passed by both houses Of Congress prior to any such proclamation being made effective thereby restoring full village form within eachtownship once again ensuring that individual township boards retain ultimate authority over all aspects related directly or indirectly thereto including but not limited to zoning decisions; however this legislation did not apply retroactively existing township boundaries which continue currently unaltered following consolidations occurring subsequent to Act 249's passage) With advancements in transportation options during World War II many people left their homes behind for new opportunities overseas; however many stayed behind after hostilities ceased primarily due to Army barracks located right next door housing thousands troops awaiting demobilization like many other farmers across America during that time period also known as "The Great American Burden". Upon endangering all remaining troops stationed at Ft Leavenworth we returned home on September 2nd 1945 more than 8 years after our departure! This event marked yet another transition for what would become known as "Ottumwah" with many individuals here continuing farmingsteads into the 21st centuryalbeit often blending into surrounding communities rather than Leaving & Maintaining A Home And Family Like ourselves...
