Ottumwa, Iowa is a city located in Cedar Rapids County, Iowa, United States. The population was 5,440 at the 2010 census. The Ottumwa Historic District is a National Register of Historic Places listings under the name " Ottumwa". The first person to settle in what is now Ottumwa was Levi Richardson in 1857. He and his family moved from Ohio and erected the first home on the east side of town in 1858. In 1865, John S. Osborne came to Ottumwa from Missouri with his family and built the first frame house on Main Street. It remained standing until it was destroyed by a fire in 1903. In 1905, Wm Clements opened what is now City Hall on Third Street between Webster and Sumner Streets. It served as the city's office building until 1942 when it was replaced by its current structure. Wm Clements also erected the old courthouse which still stands today on Second Street between Webster and Sumner Streets. In 1916, Jens Rasmussen founded The Mercantile Exchange here in what is now their business district (now called Rasmussen Place). Jens Rasmussen also built what currently houses City Hall on Third Street between Webster and Sumner Streets; this building served as the city hall until 1942 when it was replaced by its current structure.

The first settler to arrive in what is now Ottumwa was Andrew Kline. In 1865, the town's post office was established and it continued to be used until 1978. The population of Ottumwa peaked at around 100 people in the late 1800s, but declined following the arrival of railroad transportation and other factors. By 2010, the population had decreased to about 50 people. However, there are still a number of residents who live and work in Ottumwah
