In 1902, five years after William Fetterman bought out Nicholas Wasson's interest in the millrace property for $10 per acre (the price then ranged from $1 to $5 per acre), Ottumwahta became an unincorporated community under Fetterman's ownership with its own school board and post office. At that time there were only 10 residencesites within what is now Ottumwahta Township; all but one have since been demolished or replaced by new homes or businesses (). Fetterman also donated land east of town along State Highway 6 for what would become Stout Elementary School; he also funded another elementary school west of town which served as an annex to Stout until it closed in 1978 due to financial difficulties.; Fetterman died suddenly on October 25, 1920 aged 78 years old (); his wife Eliza inherited their farmsteads adjacent to their home on Main Street after he died without children (). Mrs Fetterman made her home there until her death in 1970; she is buried beside him at Forest Lawn Cemetery (). Upon Mrs Fethermans' death no one claimed her estate so it passed into trusteeship until 1984 when it came under state control as part of the Community Development Block Grant program administered by the Iowa Department of Economic Development . In 1855, a group of Ottumwa farmers petitioned the United States Congress for land east of the Mississippi River. The request was successful and in 1857, the Ottumwans received title to 640 acres (25 km2) on both sides of the river. They began farming this land and soon developed it into what is now Ottumwa. In 1868, the Ottumwans donated $10,000 towards the construction of a church on their farm. This church, called St. John's Episcopal Church in 1865, still stands today and is a popular tourist destination in town. In 1899, an addition to the church was built that became known as the Lady Chapel. In 1912-13, when Iowa statehood was granted to Iowa by President Woodrow Wilson - who also bestowed upon Ottumwa its nickname "The Garden State" - many residents of Ottumwa formed a committee to erect a state memorial building in honor of their ancestors who had fought for America during World War I. The original structure constructed at 709 North Second Street served as both local government HQ before being replaced in 1978 by present day Headquarters Building #2 at 201 East Seventh Street which houses offices for city hall and various other City Services including Animal Control & Fisheries Department; Mayor's Office; Water Reclamation Department; Library; and Recreation Department among others...currently used as office space for City Hall Annex....After years of planning and fundraising by numerous individuals and groups members from throughout rural County IA attended by representatives from Des Moines were honored with erection of Memorial Monument July 1916 through December 1917 funded by contributions from Mrs A E Hargrave then owner/operator Northrop Griggs McNeill [sic] company
