In 1902 Reverend Aiken founded the Congregational Church which remains active today with about 145 members across 10 congregations In 1918 Ottumwa became an incorporated village when it merger with neighboring Lincoln Heights Village In 1928 the original blockhouse on Main Street burned down leaving a lasting reminder of how important crime prevention was then When Interstate 80 opened up through central Iowa in 1968 much of Otvwawa changed as well including its downtown business district around First Avenue where several high end stores were built along with several smaller businesses such as hardware store and restaurant After years of decline many businesses closed or merged over time such as Butchers Shop which continued to be open until it closed in 2006 followed by Golden Corral which also closed but reopened under new ownership before shutting again in 2009 In recent decades there has been some redevelopment taking place such as a new elementary school being built next door to old high school which should opening in fall 2014 .
