In 2007, there were plans to build a shopping mall on what is now North Prairie Street near the high school; however these plans have been postponed indefinitely due to economic conditions within the community. In 1857, Ottumwa, Iowa was the first town in Iowa to be chartered. The town was founded by John A. Stephenson and others who desired to create a more secluded community than the popular towns of Des Moines and Cedar Rapids. The small community was located on an agricultural tract that stretched from present-day Waterloo County in the north to Buena Vista Township in the south and from Waukesha County in the west to Rock Island County in the east. The original settlers were primarily farmers who grew corn, wheat, and other crops around their homes. By 1860, however, there were enough residents living in Ottumwa to warrant a building permit for a schoolhouse. This early school had only two classrooms and served as a workshop for local students. In 1868, Stephenson donated land to build a larger school which would eventually become North High School. By 1870, there were also stores and businesses operating in Ottumwa with citizens contributing money towards these ventures. In 1875, one of Stephenson's sons donated land at what is now Yorktown Heights Cemetery for a village square which would house churches and other important buildings within the community
