It is one of the oldest towns in Iowa. The Spragues were farmers who came to Iowa from New York City in 1848. They started a farm on the east side of present day Oskaloosa Township, about four miles north of present day Waterloo. In 1868, Levi C. Sprague and his wife Emma bought the farm from Moses Hepler and moved there with their two children, John Fenton Sprague (1869-1937) and Lillie Jane Cook (1871-1945). The name "Oskaloosa" was chosen for its similarity to "Oswego." In 1870, while they were living in Oskaloosa, Levi C..Sprague met Harriett Averill Hennepin (1847-1920), daughter of Major John Hennepin (1796-1856) and Nancy Van Buren Hennepin (1800-81). They married on November 26, 1870 at the home of her parents in Waterloo. They had two children: Harriett Averill Sprague (born December 2nd, 1870) and Levi Cornelius Sprague Jr.(born May 10th, 1872). After their marriage Harriett became Mrs. Cornelius Sprague III(of course - he changed his name to Cornelius after becoming an American citizen). From 1872 until 1888 they lived at 309 Main Street in Waterloo which they renamed "Harriland". From 1888 until 1920 they lived at 615 Maple Street in Oskaloosa where they named their house "The Oaks". In 1927 they moved back to 319 Main Street which became their final home until their death on October 21st, 1980 at age 91 years old.
The town of Oskaloosa was founded in 1854 by John and Martha Fuller. The first settler, John Fuller, built a cabin on the present site of the city. In 1857, the town was incorporated. The first mayor of Oskaloosa was Augustus C. Washburn. during its early years, Oskaloosa had a small school and a few stores. A post office was established in 1858 and remained in operation until 1934. The city built its first hospital in 1881; it closed in 1957. In 1909, the city constructed the present Civic Center which is used today as an event hall and storage facility for civic organizations. In 1935, Oskaloosa became a member of the Iowa State Fairplexes Association which helped to promote agricultural exhibits at the fairgrounds across the state
