In 1862, Oskaloosa became an independent city under territorial jurisdiction from Ames. In 1870, it became one of thirty-six townships organized into a new county under state jurisdiction. On February 14th, 1912 – seventy-five years after it had been founded – Oskaloosa amalgamated with Ames Township to form Des Moines County (later Des Moines Mayor George Hennepin dissolved this merger). Like many other small towns throughout America during World War I and II, Oskaloosa saw its population increase as veterans returned home from military service during those times of great need; however, like most American towns throughout these difficult times there was no permanent housing available for them once they got back on their feet so they built shacks outbuildings called "homes" where they lived until more permanent housing could be erected or they obtained government assistance such as building trailers for army personnel stationed overseas who needed temporary quarters while their barracks were being constructed or when they left active duty and returned home again; finally some found success moving into larger homes which would become known as "starter homes." When war ended in 1945 there followed postwar recession which caused even more families to move out of state due to lack of jobs opportunities; however by 1951 only 2 percent of residents still lived in rural areas compared to almost 50 percent now living inside urban areasmainly because farming had declined significantly since World War II combined with suburban development around Des Moines proper leading not onlyto less agricultural production but also increased traffic congestionon main highway routes connecting downtown with surrounding villagesand cities alike making transportation much more challenging than ever before for small farmers trying desperatelyto keep up with faster paced developments while also having limited resources themselveslacking any type of public support either financial or politicaljust like many other Americans struggling through these difficult times。
