It was made by Mr. John Fetterman and used an old surveying instrument to help with his agricultural work. In 1916, the first full-time rifle range opened in Newton and it soon became popular for shooters to use the range. The first Scope Mount Company was started by Wm. Hennessey and Jno. Ritchie in 1916 as a way to provide better optics for shooters in Newton. By 1922, Scope Mount Company had become a successful business and they added a second location in 1924 on Cedar Street near the high school. On March 17, 1948, Newton's first mayor – local farmer Luther Burt – submitted a resolution asking for the city's name to be changed from "Newton" to "Iowa City". The motion passed unanimously and on April 3, 1948 Mayor Burt made history by becoming the first mayor of Iowa City who did not have prior experience as a mayor of a city with more than 2,000 residents. The following year saw another milestone when Mayor Burt appointed Homer Hargrave as acting mayor when he left office temporarily due to health reasons. Hargrave served until May 12, 1949 when new Mayor Averill Caldwell took office after winning an election against incumbent Oscar Wohlgemuth Jr.. Caldwell would serve until September 25, 1951 when he resigned due to illness or death; this resulted in an open seat in the mayoral race which would be filled by Adolphus Ames Jr., who won handily over challenger Dewey Moonbeam Sr.. In 1959 tragedy struck during night rush hour when four cars were run off the road near North Seventh Street and Academy Boulevard; all occupants died including two teenage girls driving those cars! This event quickly gained national attention and helped spur increased development around that area known now as South First Avenue/North Seventh Street Development District (SFORD). Some other notable events include:On July 10th 1969 Oliver Wendell Holmes delivered his famous keynote address at Iowa State University titled “A Theory of Justice” which helped launched both UIUC law school and later its own legal clinic called Holmes & McCloy LLP (now Orrick & Herrington LLP), which continues today.; On December 14th 1978 Neil Armstrong became first human being to set foot on Earth while walking on Mars during a media appearance live from Houston Astros baseball game broadcast worldwide via satellite.; On January 6th 1984 local boy Bruce Springsteen became nationally known with his song “The Rising” which was featured on American Bandstand
