In 1886 the City Council authorized building of a new civic center north of downtown Muscatine; construction began soon after but stopped due to financial difficulties.. The City Council authorized additional expenditures for public works which led to increased sales at MUSCATINE STORE while also creating jobs within MUSCATINE municipal government as clerks Typists stenographers bookkeepers cashiers etc... This success generated much enthusiasm among citizens for developing further commercial enterprises within municipality limits with anticipated benefits resulting from increased tax revenue thereby increasing overall economic vitality & prosperity Although many other opportunities were subsequently developed during successful management & operation by successive ownership groups variously known as THE BUSINESS MEN OF MUSSATINE during ensuing years various terms elapsed prior thereto eventually resulting primarily thru natural attrition thru lapse or forfeiture occasioned by various causes such as wars etc...
