Keokuk is the largest city in Iowa and a municipal town located on the Mississippi River. The population was 165,554 at the 2010 census. Keokuk is the county seat of Hennepin County and has a metropolitan area with a population of 1,136,000 as of July 2015. The first Europeans to enter what is now Iowa were French fur traders in 1682. The present form of government came into being on December 12, 1938 when Mayor John Gorman proposed that “an act be passed incorporating this unincorporated community within our limits” and was approved unanimously by both houses of the City Council without debate or discussion!
