In 1902 an act was passed by Congress authorising Reconstruction Finance Corporation (RFC) loans to help rebuild economically depressed areas across America following the American Civil War; this program helped revive large portions of rural America which were long struggling without federal assistance before that point. RFC loans were also used as leverage by banks to force mergers and acquisitions among local businesses which exacerbated economic decline as these deals often brought jobs away from locals who could not keep up with industry changes or pay off debt obligations faster than their rivals did.
