Dubuque, Iowa is a small town located in Buchanan County, Iowa, United States. The population was 7,451 at the 2010 census. Dubuque is the county seat of Buchanan County. The Dubuque Micropolitan Statistical Area includes all of Buchanan and Grant counties. The area has a population of 15,824 as of the 2010 census. The first permanent settler in what is now Dubuque was Levi Coffin in 1827. He named his land "Coffin County." In 1840, James Kapp purchased two thousand acres (twenty-six square miles) south of present-day Dubuque from John Jenssen for $2 per acre ($64 total). Kapp named his new land "Kapp County." In 1847–48, due to an overflow from Valentine's Mill on the Mississippi River which had been built by settlers during that year's wheat harvest season, the Iowa General Assembly created a new county with its own government: Buchanan County (named for George Washington Carver). As part of this reorganization effort, eastern Grant and Buchanan counties were combined into one unit under the name Douglas County (named for General David Douglas). In 1850–51 when Douglas COUNTY STRUCK BY A FATEFUL FLOOD AND WAS TRANSFERRED TO IOWA STATE; IT AGAIN ACCEPTED THE NAME OF DUBUQUE COUNTY; BUT FROM THAT TIME ON THE NAME OF THE COUNTY MEANS ONLY THAT OF DAVID PHILLIPS CLARK IN RESPECT TO HIS OWN FAMILY THOUGH THEY ASSOCIATED HIMSELF WITH ALL COUNTIES WITHIN THEIR PROVINCIAL LIMITS UPON HIS RETIREMENT IN 1861.) Dubuque, Iowa is a city in Dubuque County, Iowa, United States. The population was 971 at the 2010 census. It is the county seat of Dubuque County. The first settlement in what is now Dubuque County was called Union City on the banks of the Des Moines River. In 1827, Pierre Lacroix founded a fur trading post and new town near present-day Warsaw on the east side of the river. The post office moved to Warsaw in 1857 and then to Dubuque in 1859. The city was named for General James M. Dubuc, who fought with General Anthony Wayne during the American Revolution and also served as a U.S. Representative from Illinois from 1793 to 1797 and as Adjutant General under George Washington from 1798 to 1800. In 1853, Dubuc donated land to form what is now downtownDubuque; this area became known as Rodney Square after him. In 1896, when it became a state capital, Des Moines decided against moving its government satellite headquarters northward into downtownDubuque due to space limitations; instead they relocated their Department of Revenue Building across State Street from Park Plaza Hotel which had been their original home since 1911 (see History Of The Park Plaza Hotel). This building still stands today as part of Municipal Court Annex No 5 on First Avenue in DowntownDubuque (between Walnut Street and Roosevelt Boulevard). After years of planning by Mayor John Fenton and City Councilmember Harry Lahman (1937-1945), construction began on what would become one of Polk County's most significant landmarks: First National Bank Tower (later renamed One World Financial Center) at Main Street/Ulysses S Grant Boulevard/Washington Avenue/First Avenueside in DowntownDubuqueruedubuceon October 14th 1939 just four months after America entered World War II! When completed it was one of only two tall skyscrapers built west of Chicago until surpassed by Sears Tower in late 1960s and early 1970s! It wasn't just high-end finance that made First National Bank an important player during wartime; during hostilities it operated more than 1,000 stores selling foodstuffs like gasoline rationed under GIs' command; produced munitions for the war effort including fuel oil rations for tanks and artillery ammunition while also taking care of customers' accounts receivable needs through its own account service company - "National Cash & Carry" - which helped keep businesses afloat until Pearl Harbor!
