The town of Dubuque took form when citizens petitioned for incorporation on October 14, 1859. On January 1, 1860, the first meeting of the Dubuque Township Council was held at which they voted to name their new township after General James Kappes (1799-1856), who had served as military governor of Illinois during the War of1812. The first store in Dubuque opened its doors on July 4, 1860. The town quickly grew and soon had a schoolhouse and several other buildings."
